Each agency may handle the transition differently. It is important that principal investigators continue their research and scholarly activities until they receive specific information or instructions from their agencies or program officers or from Purdue SPS.

While it is possible that some government systems may not be working during transition periods, principal investigators should continue to prepare and work with Pre-Award on proposals as if there will be no change in grant submission deadlines. Pre-Award will process proposals following the most up-to-date guidelines given by each specific agency.
Yes, researchers should continue to work on their grants and contracts unless they have been advised otherwise, in which case they must follow the federal instructions.
